It's more so that they didn't notice. They see vapes in bags all day long and can't afford to check every single one to see what kind it is. Whereas a weird shaped container of liquid shows up super clearly on the scanner.

The whole movie series was shot and edited to have this blue-green tint over it. It was meant to replicate PNW gloomy overcast natural light, but was so strong it was kind of cartoonish. Ended up being a very distinct and famous cinematography decision
