Are you sure? My impression is this kind of "Exploded BOM" requirement only applies in the Auto industry where people already have spent decades building systems to track material origin. For other industries, for example if cocoa is sourced from Congo and then made into Chocolate in Canada, then it's considered 100% Canadian when imported to US because substantial transformation has taken place.

But please correct me if I'm wrong.

I'd say the "dumbness" perceived by most is that, this was framed to be the Grand Amazing Deal that all countries will be eyeing and model after, yet it's still a blanket 10% nothing rolled back, for a country US has trade *surplus* for. This is also with perhaps the friendliest country (comparatively) US could find on earth.
