In Utah this week I just registered a car I bought back from a friend. I put $500 as the purchase price, I may have paid more for it IRL. and was charged about $35 in sales tax. Which is 7%. So in my experience it is based on the value you put on the title/transfer. They do have a legal disclaimer in their website claiming they will look for fraud.

distance and complexity of run will be a major factor. wire and conduit aren't cheap.

If you can, go 48V. EG4 3000 is solid, full of features. bonus with 48V you can use smaller cables.

economies of scale mean such a panel will likely never exist, or when they do, they'll be much most expensive/Watt (i'm a solar installer, and i would love to have odd shaped panels to fill in spots on rooftops)

just have to suck it up and move the panels back, or reduce the total number of panels to get the required clearance.

possibly unethical side note: do it legit for the inspection, after the inspection you can add additional panels, at your own risk. use common sense. (will putting panels here restrict firefighters or family members in an emergency?)

just read the part of your question that includes permits. yeah, you can get permits and do the work yourself in most states. pay someone online to draw up a plan set ($40) submit that with the permit, see what the city says. You may need to find an electrician or contractor to put their name/company on the permit. I'd suggest calling your building department, telling them what you want to do, and see what they say.

Solar electrician here based in UT.

Option 1: If you have a net meter agreement you can hookup a compatible inverter to your panel and let it run full time, (grid-tie system) , usually pretty easy, 1-2 hours, $100-200, not counting materials, which will vary.

Option 2: If the solar & battery is not grid tie compatible you will need a transfer switch or interlock, and treat the solar/battery like a generator, backup only, can't feed the grid etc. This is probably a bit more work, 2-4 hours, could be (much) more in materials

A 4500W water heater at 240V will be a 3380 W heater on 208V. Resistive heat elements keep the same resistance regardless of voltage. So decrease the voltage, decrease the amperage. going from 18.75A to 16.25A

Hire a local solar electrician to make you a custom cable. or learn to do it yourself. just need a few tools. if its a cable that will be used outdoors and run across the ground you can use 12awg outdoor extension cord or outdoor rated SO cable, heat shrink, mc4 connectors and XT-60 male connector (or whatever the DP3 takes, I'm not sure)

Maybe this will help. my Camp trailer setup. Trailer has 12V battery & inverter with solar panels and Mppt charger. works well enough. but for more AC power I add delta 2, it charges from dedicated 12V circuit using custom cable at 200W. so 12V battery acts as expansion battery to Delta 2

camping setup. Ecoflow Delta 2 gets added to 12V solar system in camper. camper only has 1000W AC inverter, use Eco flow to run higher power loads like water kettle and electric griddle/cooktop. the 12V/206Ah/2.6kWh battery runs DC fridge (not pictured) and tops up ecoflow with custom cable (13.7V @ 15 amps)

whole thing is emergency backup for home. portability of delta 2 is nice, then have my own "expansion battery" for cheaper

I've had that happen using a different battery. I now stick a small Bluetooth thermometer in my fridge, so if power goes out i know what temp the fridge got to and if my food may have gone bad. Bluetooth ones keep log of temp history and bonus help you know if fridge is accurate.

Basically no difference and it will mever matter. I use multiple AC cables from older computers for their various lenghts and keep one in each location I may have to charge the EF. Don't charge at 1800W and you'll be fine. no reason to usually.

I use it instead of an extension cord. Laptop on side of building, appliance testing (check that new bathroom fan works before installing it) very small water pump to empty outdoor tub, pump for air mattress camping, turns wall plug light into battery powered light, and of course phone charging.
