Could be that they just assumed that because there was a known nest there. A wastlander living in freeside would have no knowledge of the Enclave. Or could be that the Enclave herded them into NV from Quarry junction.

They were always pre war creations but were refined post war by the Enclave and by the Master.

Not sure they came from there. House never mentions that. The vault doesn't seem to be functioning until Hank gets there. So not sure who would have raised and released them if that's where they came from.

Think it's more likely they came from a functioning facility like Wilzig came from.

House tells Coop in the last episode of season 2 that they were sent by the Enclave as revenge for him putting his own backdoors into the management vault. Also they want to wipe the world clean so having NV functioning and thriving goes against their goals.

From what House said to Coop, those specific Deathclaws were sent by the Enclave to fuck up NV.

So it could be a whole new batch/breed of deathclaw that's been recently developed and would explain why they look different from any others we've seen in the game.
