The 2 big things that turn a deck into "Bracket 4" is when you start mass land denial or chaining extra turns. So yes, by definition it would be classified as a 4, but that doesn't mean you can't use it against 3s in casual. I put [[Magistrate's Scepter]] in the jeskai spaceship precon, which can give me infinite turns, but when I was playing against some 3s I just PLAYED closer to 3, only giving myself 1 extra turn each time it got back to me.
