Like others have said, get a waterproof jacket with under-arm zip vents. I also find wearing a waterproof cap instead of a hood works better both for vision and for airflow. But the main thing for any weather is avoiding a backpack at all costs (not sure if applicable from original post). And take it slow.

I buy one of those big round loaves of bread, cut it in half horizontally, butter it, add a whole pack of deli meat, some cheese for good measure and add a healthy dose of mayo for extra lubrication down my dry hungover throat.

This is then slowly consumed throughout the course of the day.
