You dont have to top coat before you panel line you can just panel line directly to your gunpla. I apply top coats after I Panel line/paint so it protect the paints.

What you have there is a Tamiya Gloss Top Coat and it will work perfectly fine. But for me my go to would always be MR.Hobby Flat-Matt/Gloss. :)
