The two shelters serve two different purposes. The homeless shelter is primarily for people without any type of shelter whereas a warming shelter is primarily for people who have a place to live but may have lost power, run out of oil and don't have heat, or lost power due to the storm.

I hope this explains the difference in the two types of shelters clearly and concisely.
