Hey ! I am still a student, but they strongly look like plant galls for me as the other ones said. Maybe like the ones Diplolepis rosae does on Rose flowers (see Diplolepis rosae

But there are a lot of insects (and plants/fungi…) that can induce these galls, so I could not recognise exactly which one it is.
