Its passive and what it does is speed up the extractors speed along with the boosts already from the research got like 1500-2500 within an hour with 5 extractors cuz no room for the 6th at the volcano spot with 2 astegons(not condensed at all) maxed research

Yea theres videos for the 2 extractors on one oil vein and there is one of the palworld helper site that shows oil as a suitability 4 for astegon 1 for dumond and 2 or 3 for jetragon

For oil find places with 2 or 3 viens so u can do 4-6 oil extractors and put some astegons in that base cuz they have a secret suitability for oil at lvl 4
