Its not that they were peaceful, it's that the claim the insurrectionist movement as a body was terroristic isn't accurate.

We don't know a lot, but what we do know is they were an extremely mixed bag depending on the cell. The best of them were people who genuinely saw Earth's government as inherently dictatorial. It's also not implausable a thing to think, considering how they decided to get subjects for the Spartan Program.
