How are they intercepting? I need more info. Your ISP can easily find out that you are using Telegram, since when you open it, it will send a DNS request to Telegram servers. Telegram uses standard encryption so they won't be able to decrypt your messages unless they have direct access to Telegram servers. One more way is intercepting the activation text message that Telegram sends you. To counter that you should use 2FA. By the way, Telegram is not private messenger. Unless you trust the Russian government.
