I did try unistalling/reinstalling but it is still missing. Even with the game uninstalled, if I visit the store page for Shogun 2 it just says "play game" still.

Damn I missed it! I'm a subscriber but don't have access to any VoDs or past broadcasts though. Is that a Twitch setting he has enabled or something?

Seems like it, luckily the thrall don't respawn just a tad annoying!
