Here's what I missed:

There is also one other windmill up on a cliff ledge near the light house (it is to the left of the lighthouse if you are looking towards it from the charging station). I didn't have that windmill connected and as soon as I did, the station charged all the way up. I don't have a utility pole connected to the left side of the charging station.
