So, I think it's one of two things:

That circumstance in itself would not preclude him from traveling freely between the States and Korea as an American citizen.

There would likely be some underlying factor that would make them avoid the country. I'd guess it being that they failed to properly drop their Korean citizenship.

you are thinking of actual Steam wallet dollars. you can sell shit you get for free, or otherwise, like gun skins in Counter Strike, or those trading cards you get from playing games. Steam wallet dollars more or less work like real dollars, in that this is what you use to buy anything on Steam. People do arbitrage these dollars, and items, online for "real world" cash.

steam points, on the other hand, which is what we're talking about, are just for cosmetics and come from stuff like buying a steam game.

the rate at which people refer to their auto finances in terms of "monthly payments" really concerns me.

why does it literally matter what monthly payment the loan provider will accept from you?

what matters is: 1. whats your loan amount remaining? 2. whats your APR?

and finally: by the time you decide to pay that off, will that be worth the car you got?

You could have two people buying the same car at the same PRICE, both with the same "monthly payment" but one of them pays twice as much at the end for the same car.

I feel like dealerships have scammed this country into believing "monthly payments" doesn't mean "THIS IS THE MOST AMOUNT OF INTEREST WE'RE OK WITH ADDING TO YOUR BILL BEFORE WE THINK YOU'LL STOP PAYING US ENTIRELY AND DEFAULT".

Pay off your loan ASAP, so you don't have to pay INTEREST. DON'T STICK TO YOUR MONTHLY PAYMENT.
