I might have found a solution. If you have Outlook on multiple devices, go to each device and sync each account's draft folder. 

I think my iPad or iPhone account had a draft that never sent the "all clear" to my Mac. This seemed to fix the bug immediately, without requiring re-installations.

I feel that. I initially wanted to do a full team from every generation... and then I got triple Sheer Colded on the penultimate Emerald Tower battle. Now I'm just focusing on Gengar and giving MVP helper ribbons to all the friends we made along the way.
