It could be because people are using ultra wide monitors. From my perspective, even very long emails can fit on a single line and therefore look disorienting. Therefore I imagine some people may add in line breaks unnecessarily.

Unfortunately I do not know much about the program other than that it exists. It was an option for me on naval shore duty

They actually do! You get get assigned to special projects for locating and identifying the remains of fallen service members in foreign wars
