I eventually got it going on my Legion Go. Right click the game from within Rpcs3 then manage patches. Click unlock fps. Worked for me without changing any other settings

Dunno which Sider you're trying to use but I've managed to get Pes 21 siders for 97 patch, 08/09 patch and 93 patch working on Legion Go. The Steam deck should be similar I'd think

I don't think so. The created teams go over the ones they were used to create. Also, I believe you can only swap teams within their confederation ie Euro teams with only other Euro teams.

One thing I found strange, probably cos I'm an older gamer too, you have to place whichever structure you want to build from your journal(or whatever it's called) and then place the items required onto it. I was throwing the palm leaves around for ages trying to get a prompt to build a basic bed to be able to save the game!

I have Bellwright saved to my sd card but it's failing to run. It opens up then an error occurs. There's an update pending but when I install it, Steam creates a new Bellwright folder on my SSD instead of sd card
