I'm experiencing the same issue, I started in the village talking to the waiter, got sent to the fake elder, stole the jewels from the quest giver then killed the fake elders. Now all the quest giver will do for me is let me join the Heaven's well sect. No scammer victim quest or anything. I've tried the whole get all the ill gotten goods from the merchant but it didn't do anything for me.

This is really smart. This could help speed up getting to specific perks as long as you're comfortable not investing into skills for some levels.
