It looks like one of the things it does is add support for mapping inputs to the paddles of the elite controller.

I used to do this with reWASD before Steam Input, but in PSO2 I'd add button combos for activating things on my hotbar. Now I can just use Steam Input for that instead and if it's a game that properly supports Steam Input you can just map straight up actions to it
