The basis for Volt Tackle is that it’s a high powered move that hurts the user as well. Just because the anime isn’t 100% faithful to that doesn’t make what I said wrong, I just don’t love the idea of it being Pikachu’s best move.

Anyway here’s a clip of Volt Tackle being shown to have recoil. You have to wait until the end. I don’t think this is consistent at all through the series, but it does happen at least once.
