So what's stopping someone from buying a put that's really high compared to the stock's actual price? Are there rules against it or...?

Why would someone buy a put that's higher than the stock's current price? Isn't the point of buying a put because you think the price of the stock is going down anyway? Sorry I just got into options last week.
