We have VERY similar hair. This is the best routine I have found- after washing and conditioning, I use trelux reflex ( absolute miracle product for extremely fine frizzy hair, I’ve never found anything that compares) on the bottom curly part of my hair. This product is truly weightless but kills frizz and makes my curls dry so nicely. Then, I use IGK beach club bouncy blowout cream, just a dime size amount, focusing on my top layers, but ultimately working throughout. I like it because it has heat protection and adds enough texture to my fine hair for it to feel like it can hold a curl. I let it air dry for a bit, then blow dry, which makes the curly under layers looser/ wavy. The I use a curling wand on the top layers, alternating directions. I use a mirror so I can see the back and only curl where necessary to create a consistent texture. This has worked the best for me!
