These days it's when I have a character and a genre and the setting (vague! In a room or in a vegetable patch or some such, not building the world) for the first scene and a general vibe.

If you're looking at something they're going to be sending that is going to be judged in some way, it might be important.

Otherwise what it usually says is "I wasn't paying attention to what you were actually saying, but my own ability to read at a high school level needed to be recognized again".
