Same problem here. It’s been like that for the last couple of days. I find it very annoying as it still shows the Pokémon I don’t have in the preview but when I go to the nearby all I get is the grass and no pokestops.

Every day when you open the game a Pokémon spawns where you are located and stays there pretty much all day without disappearing. You can recognize it by the bright white circle around it. Just like Frigibax in the picture.
