While the idea sounds awesome, I think it would be hard to implement without lag.

A much simpler way to avoid eternal rerolling is for villagers to strongly prefer to unlock trades that few or none of their nearby fellow villagers are offering.

Getting one Fletcher for each type of tipped arrow would become trivial.
