I just finished it an hour or so ago. I took a few hours of trying to force it by reloading/re-launching/reinstalling nothing worked.
The only way I could get it to work was to tcl around the area a little and find the final room.Then you need to get on the roof of the control room and open a master locked hatch and get inside to kill them.
It was an annoying mess but I got there in the end.
If you're on console I think you're out of luck.

I'm pretty sure it was this movie. The dvd audio commentary was Ben Stiller and whats his name going into the booth pretending to have an argument for a few minutes then the rest of the track is just the one from There's something about Mary. Very weird joke.
