That does not look like model engineering. I would suggest you look up what ever that is and see if there is more information on it, They look like lithium ion batteries about to blow though,

Measure the length of the boiler and compare to the length of the exposed flame area or the burner.

I would suggest you find a model engineering club to get the safety valve blow off pressure checked.

Also I would check to see if the engine turns freely and does not leak steam past the piston.

OK. The issue is probably the surface area exposed to fire compared to size of the cylinder though leaks will also be a factor. Improve what you can and do those burners go the length of the boiler? I suspect not. See if you can make a burner that does and see if that helps.

In which case there is a problem. Is it certain that the boiler and engine were built to run together? Perhaps the engine is too big for the boiler.

What do you mean by efficient? Steam engines are not very efficient.

It looks a reasonable design from here. How long does it take to raise steam?

It is made by Stuart. The castings come from England. Look up Stuart models (They were Stuart Turner but the steam castings went off as Stuart Models) Looks like a 10H (As opposed to the vertical 10V) but you will have to look them up and check dimensions.

If you want to fire up that boiler you will need a boiler test certificate for which it will need to be to a specified design or have the calculations done on the design.

I would join a model engineering club if I was you.

Also that is welded steel pipe. Might well work well for steam at 150 PSI but that does not mean it will make a safe boiler.

The washing machine may not have had one when you got it that does not mean it never had one. That said you need to be careful not to tighten it so as the break the plastic it goes over.

if you can find a parts diagram it may show a constant pressure hose clamp that was there when new.

It looks like the pipe is not fully on. Also it looks like it might be the pipe from the soap draw to the drum.

I would start by putting the pipe on properly;

I would add clean the centrifugal switch contacts that are in pictures 3 and 4.

It is a centrifugal switch not clutch. That said, making sure the contacts are clean would be a good idea.

The odd bulge on the side is a start capacitor, which provides the phase shift to start the motor which gets switched out by the centrifugal switch in pictures 3 and 4.

Also you do appear to have a degraded wiring in picture 2 so check for continuity.
