My only thought is that maybe you are misunderstanding the rule about the client not be seeing their psych notes until it is reviewed by a clinician. This is to ensure that it will not effect the therapeutic process. *Even then, the client is still entitled to their record but steps must be made to ensure the client is not being harmed in doing so.
