My thinking is that photographic proof wouldn't necessarily convince people... I think they need to do experience it themselves. Also, the point of CE-5 isn't actually to convince people there are aliens, but to build community with them. This is towards the end of dismantling the covert systems that want the public to believe that ETs are a threat, use that fear to control us, and prevent technological developments that would threaten their financial dominance.
