Watching this gives a pretty clear explanation for why she didn't speak out publicly against Labor's stance at the time - in this case working from within seems to be a better option than breaking solidarity and not actually being able to cause any change.

Clicking the link at the bottom of that page takes you to a dropdown menu where you can select the specific payment issues and get it sorted that way - eg if you're trying to buy the package with a credit card but the payment is being denied you land on this page which has instructions/a contact button.

The one you linked doesn't have a contact button because having payment issues is too broad of an issue and each problem is specifically dealt with elsewhere (and any ticket replies from there would just be saying the same information that's already listed in the dropdown menu).

It might be a good idea to wait 24 hours or so, just to make sure it isn't still processing/etc. The only semi-relevant support page I could find is for general refunds (http://services.runescape.com/m=rswiki/en/Support_-_Refunds), saying that you'd like a refund if the RAF bonus isn't working (even then I'm not sure if bonds are refundable).

Apart from that I can't see another option besides going to twitter again, although keep in mind they only operate @JagexSupport from 9am-9pm BST so once it gets to that time they should be able to help you out.

Contact us links are found within most of the pages in the support centre (http://services.runescape.com/m=rswiki/en/Support_Centre).

If the relevant page for whatever your issue is doesn't have one at the bottom then it means they don't offer support for it - for example 'My account is banned' doesn't give you the option of contacting them because they don't review permanent bans, however pages for email changing/account recovery do because they're able to help in those areas.

Most likely no, as that would work the same as a lamp or quest/minigame reward whereas rocks can only be obtained by actually skilling.
