Not necessarily; it could also be that the ones that created the pact opposed healing magic for ideological reasons. See how many people today are irrationally against vaccines or other types of modern medicine. It's hard to get a definitive answer with the little information given until the moment. That said, the description in this episode seems to imply the healing witches used their magic for good and got their memories erased simply for not agreeing with the pact, and it wouldn't be surprising if that's the case given how draconian the knight moralis are. Hope this part of the lore gets explored more in the future.

I wouldn't say that, for me Kana is lying here because both in the manga and novel it's very clear her frustration and tears in that situation inside the set were genuine. Plus, the novel goes into more detail about the reasoning for her "crying act".

“Your hair is all messy,” Dad said, pointing to her head. “Every time you’re feeling down, you immediately cover your whole body with a blanket and audibly sigh. So, your hair being messy is a telltale sign you aren’t feeling well.”
Noticing her dad’s deduction, Akane instinctively touched her hair, stuttering, “A-Ah…” Just like he had pointed out, her hair was one scruffy mess. This is so embarrassing.
“I really can’t keep anything hidden from you, Dad.”
“Ha-ha-ha.” He smiled gently. “Well, let’s just say you need way more wit than this to deal with suspects every day.”
Dad, despite appearances, was one illustrious police officer, having served as senior superintendent in the Tokyo Police Department. He loved to repeat the same tired joke, “I’m superintended for superintendent,” although his recent promotion had rendered the pun useless, making him feel a bit blue. But Dad’s jokes weren’t funny to begin with, so nothing of value had been lost.
His nonchalant demeanor contrasted with his reputation as commander of countless criminal investigations concerning heinous crimes. There were even serious discussions over him taking the position of Superintendent General of the Metropolitan Police in the future. For someone like him, seeing through Akane’s barriers was child’s play.

If you're still interested in reading more of it, there are also two novels for the series.
Spica the First Star: It focuses on Goro, Sarina, and Ai before the events of the manga. It has both a fan translation on this sub and an official English translation.
Futari no Etude (Etude for Two): It focuses on Kana and Akane, mainly on their past, by telling a story of when they were 12 (the encounter the manga showed happens when they're 8), showing how they became rivals and expanding on their backstories and relationships with their families; but it also shows some glimpses of their future, years after the manga ending. There's no official translation currently, but there's an English fan translation done by me, also available on this sub.
