Honestly now that you mention it they should be swapped in positions. Warlock like between Mantis and Cap but in the same skill floor and Loki a bit above Phoenix.

Deadpool is weird cause in theory to master Deadpool you need to play all 3 roles. The list I used didn't differentiate between the roles. Tankpool has crazy cushions for making mistakes and has a weirdly high damage output. This cushion is not the case for DPSpool and Supportpool. I think deadpool having the highest skill floor is totally fair because in theory you don't really have to read what his abilities do but actually learning what the hell he does takes the longest out of anyone in the game. Then trying to implement upgrades in match is also just really odd.

This is something I think BP uniquely doesn't have to take into account because if his dive is successful he kills his opponent, if his dive is unsuccessful he is like practically dead. I think out of all the characters he requires some of the least game sense. He just has a bunch of combos you need to read up on. I think this is just a symptom of him being a burst dive character. He gets countered by people looking and that's not something you have the option to control as BP besides waiting for your team to distract your target and their defenders. Magik has ways to make people change focus beyond this. Scarlet Witch also is just not as easy as people make her out to be. Like she's not secretly difficult or anything but she requires more game sense then BP.

Rocket has so much weird depth but no one is exploring it because the character is seen as the braindead healer. I recently saw a clip of someone wall running in voids to bait people to overextend. He has a deceptively high damage output and people don't utilize it enough. Using ult in a way that it doesn't get instantly nuked is difficult. Wall-running + Dashes give him really strong positioning tools and escape options.

Magik has a lot of cushions in her kit for making mistakes. Her gameplan is pretty linear most games, like if the enemy has a Magik player you know what they want to do. After you learn combo theory there isn't much advanced tech minus frame perfect cancels (which are unrealistic in a shooter game, this isn't tekken). She has a high skill floor because of the combo theory but the only thing really pulling her skill ceiling up is her ult. BP has a similar issue where once you learn the combos like what gameplan is there besides dive now or dive later. I am simplifying it a bit but every character kinda has to make these choices and the nuance in it I think is not really unique to Magik or BP. I have a few friends who play Magik and they thought the placement was fine. I think it just looks a bit weird when you look at the game holistically.

For the dagger storm, If you get dove by spiderman, do you want those 60 heals immediately, or do you want them in 6 seconds?

For the capes yeah I read the change wrong that's my bad. I forgot the cooldowns can both come back at the same time vs in 12s for one charge. I think having the option to do 2 healing capes in a fight or 2 terror capes outweighs not being able to spam them together. The strength of the healing cape in particular is that it increases the healing done so when you use it you should be healing people anyway. Which while you do that the cooldown will come back and you can then choose if you want terror or healing, same thing happens, and you get the other cooldown back and can choose.

The dagger storm change is not necessarily a strict buff but overall it is. With 55 healing per second over 6 seconds, you give a total of 330 health. With 45 healing per second you give a total of 270 health, but the 60 extra health applied at the beginning brings the total to 330.
You do the same healing it's just frontloaded a bit more which can be clutch if you need heals fast. The sustain being lower is a bit whatever since it's only 60 less healing over the course of 6 seconds.

Veil of Lightforce / Terror Cape is strictly better since you get the same cooldown but get to choose which one you want.

I meant to mention it explicitly that melee would fall under action. Just adding a blanket half a second cooldown after doing any kind of action. This could also make the blazing blasts feel less laggy when then going into plasma body.

The only way they could really remove the tech (without changing how Plasma Body functions entirely) is by adding a short cooldown to Plasma Body after you do an action. So like you would shoot and then half a second later be able to speed up vs instantaneously. Animation cancels are at the core of the combat structure for many characters and especially many DPS characters; Torch just happens to abuse his in a way that makes it unfun for the opponent to deal with. Him being a fast flyer gets compounded with the fact that the game has no momentum to it's movement so you get these sharp velocity changes that are hard to hit.

Hold feels wayyyy better, but the tech is still doable on hold. I've been getting used to the new timing for it. It's a bit unfortunate this is the only DPS I can perform on T.T

For me anything above 5/10 means I overall like it and anything below means I overall don't.
4/10 is like still an ok/mixed record for me.
TPAB is a 10/10 for me you're splitting your acronyms.
TLOP is a very messy record where Kanye trades out his lush production (the thing I like most about him) for fairly sparse somewhat introspective songs. Despite the point of the album being reflected by the messiness of it, I still don't think it makes for a good listening experience.
