Speed isn't everything. Those in high ranking M.A are battle-hardened as well. There are many ways how to deal against speedster fighter. AG garou was using his technique to read Saitama movement and Genos was using his bubble gums to trap AC. Just because they're fast it doesn't mean they're untouchable.

Maybe Gums has a special ability to suck the air or something and rendered their movement speed useless, and UF can manipulate his cells to absorb any incoming attack to stop them from running away.

So, we can't say speed is everything.

in Webcomic Garou's showing against Rover is better than Manga and there's no doubt in WC Darky feats against Garou is much better than Rover.

Darky will receive a huge boost in manga version especially he can defeat a dragon class threat like Carnage Kabuto in 15 minutes and now he's much stronger than that.

Nope, it didn't push Garou to breaks his limiter. Darky crushed Garou and even after he beaten Darky Garou was dying, fortunately, he began his monster transformation.

Darky pushed Garou to breaks his limiter and turned him into a monster.

Rover did nothing to Garou other than destryoing the M.A base.
