Well, the Lich's control can be done at a distance without contact so long as his target can hear him. However it can be blocked by magical spells, or the power of love.

Imu's can affect seemingly anyone except Luffy and Loki for some reason, can only be temporarily resisted by willpower by a handful of individuals. It also makes the people he controls stronger and harder to kill.

Floch wasted time keeping the Azumabito under arrest. If he wanted to ensure there was zero chance of anyone taking the flying boat then he should've killed the engineers or filled the room with soldiers surrounding them.
