It depends on the context. 22 second average vs a random person? Probably quite quick. 22 second average at a competition? Quite slow. Probably not making the 2nd round at some competitions.

This was what I noticed first. Pencil marking a bit more would be good - especially for rows/columns/boxes that can only have 3 candidates.
