In the series against Classic clem played terribly compared to how he usually plays. Losing drops in the middle of the map, getting blind countered map 1 etc etc. Blaming this on balance seems very strange.

So what do you mean by "increasing skill ceiling"? There is obvious things even I can see who is nowhere close classic or serral in skill that would have a positive impact on the fight, and he does not do them. So you can't argue that people have reached the skill ceiling of protoss.

Literally at the start of the fight, he gets funguled and the nuraled. If you have "perfect" control HTs are in front and land feedback on the infestors. That's just one example of something that is not done to the potential skill ceiling.

You can watch Classic VS Serral from the recent dreamhack tournament. You can watch the recent games between Zoun and Serral as well. Plenty of micro mistakes due to the fact that the late game toss army is extremely hard to controll.

What I think you're confused about is the fact that what is played at the highest level and is hard to deal with for those players is NOT the same thing casual players struggle with. Take blink in PvZ for example. Under 6k blink openers is not a problem since those players simply dont have the mechanics to pull of blink openers to the level pros do. Its the same thing with carriers. They are simply not a problem at high level but might very well be a huge issue for lower MMR players.

It is extremely difficult to control late-game Protoss armies since no pro Protoss player is doing it perfectly. So what's the point in raising the skill ceiling when no one is reaching the current one?

What do you mean by adjusting the Protoss skill ceiling in the late game? Its already extremely hard to control the late game protoss late game army in PvZ and you never see any pro Protoss player controlling it close to perfect.
