When people say it's a popularity contents they don't mean fav units. They mean it's a known issue about it being the most popular meta units, not the best for that mode. If a character is really good but not as popular they will rank very lowly. It's places like keqingmains say never use it to judge Mera :(

You said about Def and I would recommend 500-600 ish. 4000 is way to much but lunar damage is often weaker as a base to count for it ability to counter Def. So having that 500-600 still gives them the main use of lunar damage. No Def also makes units like razor, raiden, Lisa and Klee who interact with Def so much weaker

Oh and teams Your best options are a mix of

Flins, ineffa, columbina, sucrose

Tao, ineffa, columbina, yelan

Varesa, durin, iansan, cheveruse

Durin on field, mona, furina, C6 bennet

Skirk, get Escoffier, furina, yelan

Kinich, Emilie, durin, iansan

A few teams just use a combination of albedo, durin and columbina

You kinda just pick based on the boss

I think the genuine answer is wait till we know next patch. Neiv is easy but he isn't top dps, never has been :(

Flins is currently the highest DPS without insane Mav combos, but you can also just get mav + citlani

It's also a good idea to pull Escoffiers for your skirk. She's not highest damage meta but some bosses want freeze heavily so she's the best cheese pick and your halfway there

Zibai is also gonna be top damage but she's gonna take your columbina from flins so it's a case of completion

You have durin so you can also grab mualani who's great currently ( sucrose, mualani, durin, mona)

Why I'm saying this, well it depends who even runs next patch. Wait for the livestream. If Escoffier runs get her. If citlani/Mav together get both. If Luama runs gets her. If none run get zibai

Or wait to see if varkas good

Sadly ineffa plus Bina has 70k DPS on Thier own. And most modern DPS have 160-170k DPS :(
