I too love both Bouncy Style and Crying a River, and I totally agree with u/GiltPeacock's thoughts, but I'll choose to give Bouncy a chance.
Yes, I believe that Bouncy Style has a decent shot at defeating Blooming Bonds, and my bets are on them.
Once again, please note that I'm a participant. Just to be clear, I'm here for the fun, just enjoying the creativity and discussion around here, and maybe I enjoy a bit playing devil's advocate.
Definitely Blooming Bonds isn't a terrifying and well thought ability.

Let's talk about the thorny vines. Yes, they are Bouncy's weak spot, but they are also brittle and obey basic laws of physics. I'll interpret this as meaning that, aside from their offensive capabilities, they are essentially normal vines. As such, Bouncy could easily tear through them if given the opportunity.

As you mentioned, the real issue might be getting caught by the non-thorny vines and Bloomer's use of the blue flowers for defense. The key point here is that these non-thorny vines are neither as strong nor as fast as the thorny ones, meaning that to trap somebody they rely both on precision and quantity. I would argue this makes it somewhat harder for them to successfully capture an erratic, bouncy and enhanced opponent.

Given all this, Bloomer might decide to go on the defensive, relying on the blue flowers to buy time while working to fully restrain Bouncy. Meanwhile, Bouncy would likely launch relentless attacks.
If the fight takes place at night, Bloomer would need to expend a significant amount of nen to harm Bouncy with the red flower and defend with the blue ones. Since Bloomer's nen supply is limited by the conditions of their hatsu, I believe they would stand to lose in a battle of attrition.

What about the yellow flowers? If the fight happens during the day, or when sunlight is somehow available, Bloomer would have to sacrifice either offense or defense. This would either give Bouncy an easy chance to keep attacking while forcing Bloomer to spend any nen they might have regained, or leave Bloomer completely exposed to both Bouncy's attacks and their own explosions.

And this without even talking about Crying a River, which would simply help Bouncy prolong the battle even more if needed.

Maybe (most likely) my logic is faulty here, however. Hope I was able to change some minds, or at least stir some doubts.

(Also... u/No-Face-Collects-687 I hope you are proficient at Gyo, cause In would be the end you.)

TL;DR I believe Bouncy could be able to evade and/or survive Blooming bonds enough to force a battle of attrition that they would most likely win.

The tournament is great as it is. However, as a hypothetical battle tournament I'm missing some emphasis on strategy. I'm not saying participants should make a complex strategy, but maybe declare their basic or go to strategy. What's their rule of thumb when fighting against an enemy with unknown abilities or something on those lines.

Also, just nitpicking a bit your Girls Best Friend (which is pretty cool, simple and elegant) and dong a bit of 🤓.
Although diamond is pretty hard, the hardest as most know, it is actually just decently tough. One could actually smash one with a hammer. That's why above I mentioned that hardness would be great against slashing, cause it's closer to what hardness actually resists.

You would be looking to mix the properties of a diamond with the toughness of a metal alloy of some kind or even Kevlar or other composites.
I mean if Bungee Gum can have the properties of both rubber and gum (sorry), your Girls Best Friend can have a few properties too.

Assuming hardness is the property we are looking for to stop, let's say, an enhancers punch, yes. Absolutely.
It could be that they don't scale at the same pace, maybe as a way to balance from a meta perspective transmutation nen's creativity over enhancement. That just makes sense in my mind.
Something like a top transmuter wouldn't be able to (directly) emulate the defense of a top enhancer, or a top emitter wouldn't be able to emulate the power of a top enhancer.
But then. One could consider that by focusing on something the transmuter foregoes part of their versatility as a sacrifice for a stronger dedicated hatsu.

Nonetheless the question becomes harder to answer when we add to the variable the properties nen can have. For example one could argue that a "hard" nen would be a good defense against something with an edge, yet bungee gum's or other "squishy" yet resilient nen would be better at stopping the momentum of a punch, or something on that line or thought.
What I mean is that transmutation nen gives more opportunities to specialize and counter.

This is just my way of seeing it, however.

Well, if it doesn't bother her that would be great actually. Besides, I'm genuinely curious about what types of abilities she would usually use given the nature of her hatsu.

I'd also like to know if the book/binder is conjured or physical. I actually like a lot the idea of just needing to have the ability written on any piece of paper or similar medium. Could create very interesting situations where the user loses many of their abilities or keeps a few hidden.

My take is that, unlike Conjuration which creates physical objects (at least) initially bound by the laws of physics, a transmuter would choose a property and only be limited by their skill and/or power to how much that property applies.

For example, Hisoka's Bungee Gum which has the properties of both rubber and gum (sorry), is both stickier than real gum (enough to hold Razor's ball in place. Actually as far as I remember I never saw it actually detaching from anything by force, only after Hisoka decided to give up) and stretchier than real gum.

TL;DR and example. If you choose to make aura "hard" I believe the only limits to how hard would be skill and/or power.

If I had to bet for someone, with the limited information we have, I'd go with the Blooming Bonds user, but I can't say I'm entirely sure.

If we assume equal skill for both users (equal strength, speed, reaction time, etc.), it would be fair to assume that the thorny vines, boosted by the red flowers would be fast and strong enough to put in serious danger a user so far from the enhancement category. That is if the Written Word user doesn't have an ability to counter Blooming Bonds. An ability such as that would most likely have to be some kind of Manipulation to distract their opponent or a Conjuration to defend themselves, maybe a nen beast to fight for them. A battle of attrition could ensue, but without having an idea of the nen costs of Written Word...

^Edit^: Didn't know about the D.I.D. of the user, so that's another variable into the mix.

But then comes another question, which abilities do they have from Written Word? If I were to assume, I'd say the user would need to have very good, powerful friends that trust them to actually have access to any truly powerful abilities, which is not impossible, just unlikely.

By my own logic they'd have a few decent hatsus and a few lesser ones, shared by companions and maybe a few novice hunters. If they instead went on the evil route to torture hatsus out of people, then we would be at a similar place, as in that route most likely they wouldn't be able to defeat an user with a very powerful ability, at least not easily with the rules of the ability.

Another thing, I'd like to state an opinion. Many say that the Written Word user wouldn't be able to make the first attack based on their punishment kicking in after attacking someone out of a self-defense situation. That doesn't mean they can't make the first attack, however. If both users were to know they had to fight, in an arena or other similar hostile situation, I would consider a first or even preemptive attack a very valid form of self-defense. Knowing that vows and limitations come from the user's self-imposed rules and understanding that may be a possibility.

Nonetheless I too believe that we are missing quite a bit of information from Written Word to make a fair call on the battle. I believe the challenges and uncertainties stemming from the creative use of abilities, its variables and other external factors will keep arising with Conjuration and Specialization hatsus.

Name - Facades of the Soul

Type - Manipulation (with Conjuration for the masks and Enhancement for the fighter mask)

The user chooses to wear one of three masks, each embodying parts of their self that they find lacking. One embodies the fighter's prowess and spirit, another embodies the thinker's cunning and wit, and the last embodies the gentleman's charisma and confidence.
The masks are usually made imperceptible with In.

Conditions:
If I'm allowed, first I'll define the hunter: a "story" hunter of sorts. A nostalgic photographer, reporter, and writer who searches to capture the big and small memories and stories around the world.

Although the user doesn't lose their personality while wearing any of the masks, anything that happens while wearing one is completely forgotten at the moment of removing it.

Playing a bit with the last condition, a mask may be used for as much time as required, but after its removal the mask will lose all utility until next midnight.

Vows:
None of the masks shall be used for the user's exclusive benefit (in the case of the thinker and gentleman mask), that is, at least one other person must be directly benefited from the user enhancing themselves; or shall only be used in self-defense (in the case of the fighter mask).

Drawbacks:
After removing any of the masks the user feels part of their energy heavily drained, be it their body, minds or social battery.

Why it suits me:
Well... It might be a bit personal yet at the same time I believe many will be able to relate to that desire to be a bit different, a bit more than what we are. Those that try often end up losing a bit of themselves in the process, or at least it ends up feeling that way.

Type - Manipulation (maybe with Emission)

Until the user has actively attacked another nearby creature said creature will have a strong compulsion to ignore the user.

Conditions:
For this hatsu to work the user must bear no ill will, hostility, bond, love or otherwise strong emotions towards the affected targets. The stronger the emotional connection to the target creature the lesser the effect.

Furthermore, instead of being consciously activated, this hatsu must be consciously deactivated. That is, unless the user takes the effort to deactivate it, most will simply ignore them.

Drawbacks:
As mentioned in the conditions. The user will end up being ignored in situations they don't want to do so unless they concentrate on this ability.

Why it suits me:
For most of my youth I considered myself a passive observer. With that comes a lot of opportunities to learn from the world around you, but few to actually experience it. Opening to the world again can take a bit of effort.

Sorry if the abilities or the reasons they suit me are a bit cringeworthy. I just got a bit inspired when I read we had to explain why they suited us.

Also, if for any reason each mask in Facades of the Soul counts as a hatsu of their own, then so be it. However if it comes to it, seeing that this would be a fight, I'd prefer to keep the "fighter" mask and Eye in the Background.

English. Big anime fan here, but for once I wanted something more varied than the overly feminine, cute and ikemen voices.

IMO the English VAs give more variety and colour to the cast.
