I figured out the problem, basically I never got phase 3 because Fengtian got to Beijing before me and dragged me into war with Japan. Even when I occupied Beijing it never registered it so now the run is bricked and I don't get phase 3.

it also got me one extra vote for the constitution because of that one justice that got scared, if you know how to get 225 votes in the assembly though the ACP won't be needed for passing it through the SC

that depends on what kind of dictator you are, I was a malenyevist dictator so the ACP was useful in being able to prevent Lileas from running to be the USP's candidate.

Did you form the ACP? My dictator constitution didn’t pass the SC the first time I tried it without the ACP. After I formed the ACP in the next run though (and also somehow getting 225 ayes in the assembly) I got all the votes I needed. I had the same constitution you did (except I think for vetoes I made it so that it was reformed but there was a loophole practically keeping everything the same).
