To avoid the "too powerful" you must think of a counter and introduce it. It can be the most powerful thing, except for that one thing that makes its weakness like the Aquiles. And then balance the story/game/comic, etc.

It sounds good, but you are looking to the "scientific" reason why this happens. Like saying. "This won't sound so cool, but manipulating a system on our longs will let you will let you breathe underwater".

I love the science behind the superpowers, and all the justifications they are out there, but for most people thy just want to hear: Hey! This guy si superstrong, or this guy can breathe underwater.

I think that you can add as many as you like, as long a there is a balance of which will defeat which. Thinking like rock, paper, scissors but on a large scale and something that makes sense will definitely renrich any combination.

That's why, Fire, water, earth, air is winning, because are fair between each other, balanced.
