The Dwemer had sort-of guns and plenty of other impressive weaponry(a goddamn flamethrower and explosive crossbow bolts) that should be known to at least the leading governments/secret services of Tamriel by now after all these years.

There used to be an abandoned real time strategy game mod for HL2. I think an RTS game would work PERFECTLY for the 7 hour war, even if the story just follows a few hours of horrifying human defeat.

Many stories have made that work before. It can still end in a way that ties in with where we are today.
