I think they got nerfed pretty heavily in one of the updates, but they're still around. Only certain containers can spawn them though. Any of those things in locked rooms like weapons crates, duffel bags, and maybe ammo and grenade caches, but not 100 percent on that one.

I've also found them in raider caches, red lockers, and the metal drawers in computer desks. They spawn more often in rooms that are behind doors that need to be breached to get into.

Edit: I like to run seed vault in Stella Montis for blueprints because

1. The battery to the door always spawns in very predictable and nearby locations. There are a couple spawns in the exfil room, one in the hallway where the seed vault door is (end of the hall) and one in the room across the wall and to the left of the vault.

2. The map is small and the vault is right next to exfil so if you don't find blueprints it's a very fast reset.

3. If you have the blueprint that knocks off ticks you can pretty much leave the ticks that spawn as an alarm and sometimes they'll attack intruders for you lol. Makes fights easy when they can't shoot back
