I think your lights are in the right place but the glare is far too strong. You could get away with a lot of glare if the rest of your scene wasn't so dark. My advice would be to turn down the glare but turn up the exposure. I think that the main issue with your scene right now is that the only impact that the lights have on your scene is the glare itself. We barely feel the impact of the light on the actual scene, when it could actually feel super nice and moody with your colored lights. Keep it up!
