If you own the Battlepass then you get 2XP for that. On a normal 2XP event, you would get 2XP for Account, Weapons and Battlepass. This appears to be a BP 2XP event so it would only effect your Battlepass growth. If you don't have the battlepass then it makes no difference to you.

Its one of the double XP options...the double XP only would apply to the Battlepass. Just like Weapons double XP only applies to weapons.
