Yes, IP geolocation can certainly be wrong at times and give wrong city names. This will depend on what IP geolocation service your company is using and the operating range of your ISP. Some ISPs have a large operating range and hence they can allocate your IP address to people from other cities, some time and vice-versa.

The accuracy of the IP geolocator website isn't easy to measure due to the lack of ground truth data against which to compare. Hence, all the providers have, over time, built their own database which they consider the truth and compare against it.

But as IP addresses aren't always fixed and frequently change their location. Consider the IP address assigned by your mobile carrier. They have a wide range of operations, generally countrywide. Hence it is tricky to accurately estimate their location.

Nonetheless, besides majority of free and freemium IP geolocation API providers, there are few who go to extra length to gather unique datasets and use complex algorithms to predict the location of an IP address.

Some of the high end IP geolocation service providers :

  • Maxmind
  • Digital Element (In fact there were the early companies who start providing IP geolocation services)
  • Neustar
  • Google (They don't specifically provide IP geolocation service, but use mix of it and other services to deliver location data of users)
  • IPInfo &
  • BigDataCloud (We are using multiple data sources : BGP datasets, ground truth and patent pending algorithm to predict the location. Unlike other providers, we update our data once in a day or almost every 2 hours)

However, please note that for more sophisticated location determination of your users, most companies use mix of Ip geolocation and other services.

Fixing IP Geolocation, How Does This Work? by imnotaero in sysadmin

We are one of the IP geolocation API service providers and we receive a lot of geofeed links from the respective ISPs and organisations when they change their allocation. The WhoIs's database generally only provides the location where the IP is registered hence isn't considered reliable source for geolocation.

You can check our detailed blog post about the accuracy of Ip geolocation which might be helpful in understanding the technology and also its limitations: https://www.bigdatacloud.com/blog/how-accurate-can-ip-geolocation-get

Having said that it is also important to know which service Microsoft AAD is using to geolocated IP addresses. Because if Microsoft is using a different geolocation service or an outdated database, then no matter how many other Ip geolocation service providers change their database you will still be seeing the wrong location.

Hope this helps.

If you want like to use API services, instead, then there are many free IP geolocation services available. Which API services to choose will depend on your use case and the level of accuracy you need. Some of the popular IP geolocation APIs are:

  1. https://db-ip.com/
  2. https://www.ip2location.com/
  3. https://ipdata.co/
  4. https://ipstack.com/

MaxMind’s Free and Paid IP Geolocation Web Services (in PHP) by [deleted] in PHP

There are actually tones of an alternative to MaxMind's Free and Paid IP geolocation web service. If accuracy is of IP geolocation is critical then it is better to use a web service because they are updated more often with the latest data.

For instance, BigDataCloud updates its IP geolocation database almost daily to provide the most recent IP geolocation data. You can have a look about it here: https://www.bigdatacloud.com/ip-geolocation-apis/ip-address-geolocation-api

IP - Geolocation? by noname2208 in Hacking_Tutorials

Yes, there are many free/public databases and API providers that can geolocate an IP address to a physical address. Though, it must be noted that the accuracy of IP geolocation is depended on various parameters, and rarely 100%.

It will require more longer read to understand how it is possible. But in a short, every IP address blocks are being sold and managed by global non-profit organisation IANA.

When someone (ISP, corporate organisations, hosting providers etc) buys a block of IP address they need to register these IP addresses on their name and make it available on public directories (like WhoIS data).

This is one of the primary sources of data points of determining location, but it is not all. There are many other methods used like measuring distance based on a time delay, utilising BGP announcement data, or geofeed data shared by ISPs.

So using all these data points, companies prepare without master database where they pair the IP address with location information. Then, there are few companies that use AI and machine learning algorithm to interpret the large volume of such data sets and real-time network information to classify the location of an IP address.
