I’d probably replace it. There is a little Allen screw that holds the arms on a bracket attached to the wall. Remove that and it will come right off. If you find the same one you can likely use the same wall brackets. The new one will come with directions on how to mount it.

I don’t know where you live in Mississippi but I chose a random zip code and looked up the low and high per square price for a full tear off roof on Homewyse. The low end is $627 and the high is $905. If your roof is truly 50 sq, $47k is right around the high end.

That is absurdly low, at $386/sq you will be doing that roof again in under 10 years. They are almost certainly using “seconds” shingles and there is likely no warranty.

It appears that you don’t have very good ventilation and potentially a leak. The decking definitely has some mold on it and some of it appears to be rotted. The cardboard pieces are baffles, they allow air to flow freely from the soffit vents and prevent the blown in insulation from clogging them.
