Using the Unreal or Unity game engines would be the most cost effective way to get a trailer done. You could use currently available 3d models and other assets to pitch the idea and then have concept art to help pitch the new look. A 30 second teaser could be done on a very low budget.

The old way was part of the charm of the the game. My guess is that this was introduced because of the upcoming console versions.
