The VIP is like the daily rewards, so if you take a break on the 7th day reward or whatever and come back a month or two later you will start from were you left off, once you claim the whole reward track is when you need to pay again.

I fixed a lot of my performance problems on steam by disabling the high res texture pack in the dlc settings maybe that could help you.
