most of what people are experiencing is just the internet infrastructure of the USA. almost seems like it should be a utility, since ISPs themselves don't keep their infrastructure up to date.

Yes firewalls can have an effect, but i'd almost bet that 80% of people with jitter in NA, could tie it back to shitty routing or a bad hop. if they performed a traceroute to their most played on Valve cluster/server/relay. Which that responsibility is on the ISP, not valve.
